GPX Studio is a FREE site that allows for creating, altering, and uploading custom GPX files that will work with any GPS device.
I have been playing around with this AP for a while and I thought I would share it with you all. Routes are easy to plot and downloading and exporting the routes are just as easy. Basecamp Killer? A look at GPX Studio.
Some folks dislike the learning curve of Gamin's Basecamp, so gpx studio is a great program that is easy to use. You will need internet access to plot the routes. This is the only negative I see so far, but how often are we planning routes where we don't have some kind of wi-fi?
You can do street and off-road routes with the software. Its ease of use, allows for a positive experience, even if you only use it a few times a year.

gpx.studio is a free online GPX viewer and editor which allows to:
visualize multiple traces in different colors and aided by many different maps (cycling, hiking, satellite, etc)
edit traces by adding, inserting, moving or deleting track points
reverse traces
add or change the timestamps of a trace
view, add, edit and remove waypoints
reduce the number of track points
view and rework the structure of the file
automatically add elevation data to traces if missing
merge multiple traces, extending time, heart rate, cadence, power and temperature data where needed
extract segments from traces and perform any other action while maintaining the segments' structure within files
save the result on your computer or to your Google Drive™ to get a shareable link and embedding code
